The 2000 version of the German FIT law did not include an obligation immediately to connect, and restricted the priority guarantee to purchase and payment of the electricity from renewable sources. In 2004 the law was changed to solve conflicts between grid and plant operators. Some grid operators had argued that they could not connect the renewable energy plants due to grid restrictions. The German Parliament (Bundestag) felt that it was important to make the obligation clear, also clarifying that grid operators will be liable for any losses sustained by the plant operators should they not "immediately" (unverzüglich vorrangig) connect the renewable energy plants.
